Biography

Lino is a peace-building and development practitioner with experience in Uganda and South Sudan. He currently works as national management consultant with the United Nations Development Program (UNDP) under the peace security and systems resilience (PSSR) program. Prior to that he worked as Civil Affairs Officer with the United Nations Mission in South Sudan (UNMISS) from March 2017 to August 2020. As a civil affairs officer based in Rumbek, South Sudan, he contributed towards UNMISS’ mandate of protection of civilians, and most specifically towards supporting implementation of the peace process, documentation and reporting of human rights violations, communal conflict management, and capacity building and monitoring of governance issues.

Prior to joining UNMISS, he worked with conflict-affected communities in northern Uganda from 2006 in conducting research and implementing community-based initiatives for peace building. For close to nine years (June 2006 – June 2015) he  worked with the Justice and Reconciliation Project (JRP), a local non-governmental organization based in Gulu, northern Uganda. JRP has played a key role in transitional justice (TJ) in Uganda since 2005 through seeking to understand and explain the interests, needs, concerns and views of communities affected by conflict. JRP aims to promote sustainable peace through the active involvement of conflict-affected communities in research, advocacy and community memory and healing initiatives. He served JRP in various capacities as research officer, project officer, head of research and advocacy department, deputy programme coordinator, and programme coordinator. His work with JRP enabled him to build up a wealth of experience in program management, program implementation and program administration. It also turned him into a passionate advocate and practitioner on peace building, post-conflict recovery, conflict transformation and good governance principles. He is also the founder of a national NGO in Uganda called the Foundation for Justice and Development Initiatives (FJDI). The FJDI works with children, youth, women and communities to promote justice, development and economic recovery in northern Uganda. FJDI seeks solutions to the long-term impacts of the conflict which ravaged northern Uganda by advocating for redress of human rights violations and atrocities committed during the conflict, implementation of sustainable development initiatives, and promotion of economic empowerment through livelihood programs.
